South Carolina Department of Education Releases List of Targeted Support and Improvement Schools

The South Carolina Department of Education released the first list of Targeted Support and Improvement (TSI) schools as required under the federal Every Student Succeeds Act (ESSA).
Under the ESSA, the South Carolina Department of Education is required to identify schools meeting certain criteria that classifies them as schools in need of additional support and improvement. These designations and the state level support they will receive are explained in the South Carolina School Improvement Designation document.
TSI schools are identified every three years, except the first identification period of November 2018 to November 2020. TSI schools are identified based on one or more of the following criteria:
Low-Performing Subgroup(s) - A subgroup is considered to be low-performing if the scores of that subgroup are lower than the scores of the all student group in the highest performing Comprehensive Support and Intervention school when compared metric by metric (i.e., achievement, progress, prepared for success, etc.); or
Consistently Underperforming Subgroup- A subgroup is considered to be under performing if the scores of that subgroup are lower than the scores of the all student group in the highest performing Priority School when compared metric by metric (i.e., achievement, progress, prepared for success, etc.). If that subgroup is identified as underperforming for three consecutive years, the subgroup is designated as consistently underperforming. TSI schools with consistently underperforming subgroups will be identified annually beginning in 2020.
TSI schools are eligible for federal school improvement funding. Schools identified for TSI will receive:
Federal school improvement funding to support the required implementation of evidence-based interventions, practices, and strategies; and
Professional learning opportunities to support the implementation of evidence-based interventions, practices, and strategies.
